Louis T. Rosenberg, the Firm's Sole Shareholder and Senior Attorney, has practiced law for 37 years and has served as counsel for water districts, a groundwater district, investor-owned water companies, municipalities, and rural associations, corporations in Alabama, Texas, California, Mississippi, Ohio, North Carolina, Missouri, Kansas, Iowa, South Dakota and Tennessee. During the last twenty years, the Law Offices of Louis T. Rosenberg, P.C. has represented public districts in the capacity of general counsel, special counsel and litigation. Counsel included matters regarding Board governance, voting rights, redistricting, election law, open meetings and open records law, employment and personnel matters, formulation of district policy and ethics. He has negotiated and drafted public agency interlocal agreements, litigated construction issues, purchasing, employment, consulting, and a variety of other contract instruments. Our Firm closely coordinates with other client professionals including CPAs, Engineers and Financial Advisors to advance our clients’ interests.

Associate Attorney Nohl Patrick Bryant is a native of Pleasanton, Texas. He received his Bachelor’s Degree in economics from Trinity University (2002), and his law degree from St. Mary’s University School of Law (Juris Doctor, summa cum laude 2005). He has interned with the United States Court of Appeals for the Fifth Circuit and the United States Securities and Exchange Commission. While in law school, Mr. Bryant was a member of Phi Delta Phi and the Harlan Society.
